A controlled community intervention study to improve the health insurance treatment process at the commune health centers as well as training to strengthen the capacity of health workers was conducted at 23 commune health centers in Mai Chau district (intervention district) and 24 commune health centers in Tan Lac district (control district) of Hoa Binh province from May 2018 to August 2019. The study sample included 115 CHWs in the intervention district, 120 CHWs in the control district at the pre-intervention time and 117 CHWs in the intervention district, 121 CHWs in the control district at the post-intervention time. The DiD regression model is used to estimate the effectiveness of this intervention. The results showed that the intervention led to a 6.72-point (95%CI: 1.74; 11.70) improvement in job satisfaction, a 7.24-point (95%CI: 2.77; 11.72) enhancement in the quality of medical care with health insurance, and a 6.42-point (95%CI: 2.94; 9.91) increase in overall satisfaction. This study has confirmed the efficacy of enhancing the medical examination and treatment process. Subsequent studies should focus on scaling up and comprehensively evaluating this model in various contexts within Vietnam.
