Assessment on the capacity and services delivery for the people living with HIV/ AIDS of major public healthcare facilities in 4 provinces/cities in Vietnam, 2016

The integration of donor-funded HIV outpatient clinics (OPCs) into Vietnam’s public health system is currently an urgent trend in Vietnam in context of international grants withdrawal since 2017. An assessment on the capacity and service delivery for people living with HIV/AIDS (PLHIV) of public healthcare facilities was conducted in four provinces/cities, namely Hanoi, Ho Chi Minh city, Hoa Binh and Dong Thap from January to December 2016. The findings revealed that the capacity of healthcare service provision initially met the essential treatment requirements for PLHIV. It was feasible to provide care and ARV drugs at all levels, especially at provincial and district levels. However, TCD4 count, viral load testing had not yet been provided. Vietnam Administration of HIV/AIDS Control (VAAC) has coordinated the supply chain of antiretroviral (ARV) drugs and free provision for PLHIV, however those treatment services had not yet been provided by commune health stations (CHS). The curative function of the majority of district health centers as a part of the preventive medicine system had not yet been certified. Consequently, many PLHIV must seek services covered by SHI at district hospitals. District health centers faced to shortcoming resouces, including poor management mechanism, operation, limited resources and unavailability of detailed treatment and care guidance. An assessment recommended the inclusion of services for PLHIV within a basic health services package (BHSP) paid by SHI fund, with clear guidance to consolidate HIV/AIDS treatment facilities to be able to deliver the essential care and treatment services for PLHIV
