Revolution 4.0 and the routine HIV sentinel surveillance in Vietnam
Author: Duong Cong Thanh, Nguyen Thi Thanh Ha and Nguyen Anh Tuan
Vietnam has routinely monitored HIV sero-prevalence and key risk behaviors among key populations including people who inject drugs, female sex workers, and men who have sex with men through its HIV sentinel surveillance plus behavioral component (HSS+) system. Historically, paper-based questionnaires were used for data collection. In 2015, the Epi Info Cloud Data Analytics (ECDA), a free web-based analytical and visualization program developed by the Centers for Disease Control and Prevention was installed to serve as an information management system. In 2017, tablets were applied for behavioral data collection. With the use of tablets for field data collection, provincial survey data were recorded electronically and transferred to VAAC at the end of each survey day, thus enabling instant updating of the national HSS dataset on daily basis. Real-time data analysis was granted to surveillance staff at all levels using authorized access to the database via ECDA and dashboards were used to track survey progress and data quality as well as data utilization for planning and response
