Implementation and challenges of a human resources management policy for AIDS control in Vietnam

The objective of this study was to examine how a public sector human resources management policy – Decree No 41/2012 for job project and description in AIDS control system has been implemented in Vietnam and its associated challenges. In a cross-sectional study utilizing mixed qualitative and quantitative approaches, 59 key informants were involved in qualitative survey and 37 among 63 PACs (provincial AIDS control center) nationwide were approached for quantitative data collection. The quantitative survey indicated that among 37 PACs, 82.86% implemented the Decree 41/2012 and Circular 14/2012, but the percentage of PACS who completed the job project and description remained significantly low (14.29%). Qualitative research revealed several challenges facing the implementation of this policy in reality, including: lack of knowledge and skills of identifying job positions, listing job positions, job analysis, design of competency framework for each job position and writing job descriptions for each position. Most facilities did not know how to list detailed tasks of the work positions. Therefore, there was no standard on competencies for each position. Also, because of not fully understanding jobs, the staff could not describe their work and responsibilities. The study highlighted that there should be training and technical assistance (through coaching or counseling) for PACs to complete the proposals required by Decree 41. The guidelines from the government system for this policy should be clearly developed
